Why all the fuss on terror when the US knew of Qatar and Saudi support to ISIS

While there is global media outrage on the Middle Eastern support of ISIL and other militant groups in Libya, Syria and Iraq, no one seems to focus on the fact that the United States, one of the strongest Gulf allies and advocate of War on Terror, knew this all along. Yet, no concrete measures were taken by the Obama administration to stop such support to the militant groups. It was also mentioned in one the leaked emails on Wikileaks (mentioned below), that the United States has also been supporting rebel groups in Syria, which were also majorly responsible in the current chaos. Below is a Fox News story, from 2016, and the leaked email, which confirms the support.

This is what one of the leaks emails to Hilary Clinton said:

At the same time we should return to plans to provide the FSA, or some group of moderate forces, with equipment that will allow them to deal with a weakened ISIL, and stepped up operations against the Syrian regime. This entire effort should be done with a low profile, avoiding the massive traditional military operations that are at best temporary solutions. While this military/para-military operation is moving forward, we need to use our diplomatic and more traditional intelligence assets to bring pressure on the governments of Qatar and Saudi Arabia, which are providing clandestine financial and logistic support to ISIL and other radical Sunni groups in the region.
